When I watch the video I can clearly see the hand scanner, but am not sure about a vaccine ID scanner part. Of course, that could be incorporated into the hand scanner. The hand scanner does appear to be for the right hand, and this is important (see below).
If these be the times, this is something we would expect to see. Revelations 13: 16 says "He required everyone—small and great, rich and poor, free and slave—to be given a mark on the right hand or on the forehead."
